Calgary bylaws & zoning for secondary suites

Since 2018, most low-density residential districts in Calgary allow secondary suites by right. The 2024 blanket rezoning expanded that further.

R-CG and R-G (the new baseline)

In August 2024 Calgary adopted city-wide "base residential" rezoning. Most single-family lots were converted to R-CG(grade-oriented infill) or R-G — both of which allow secondary suites and backyard suites as permitted uses. The practical result: on a typical Calgary lot, a secondary suite no longer needs a discretionary approval, only permits.

R-C1, R-C2 and legacy districts

Not every property was rezoned. Homes still in R-C1, R-C2, R-1 or R-1s may allow secondary suites as a discretionary use — meaning City planners weigh neighbour input before approving the Development Permit. Discretionary DPs can be appealed to the Subdivision and Development Appeal Board.

Backyard & garage suites

Backyard suites (garden and garage suites) share the same use allowances as basement suites in R-CG/R-G, but must also meet setback, height and site-coverage rules. Maximum height is typically capped at one storey above the roofline of the garage.

One suite per lot rule
In most districts a lot may host either a secondary (basement) suite or a backyard suite — not both. Multi-suite properties generally require an R-2M or higher land use.

How to check a specific property

  1. Open the City's Zoning Map at calgary.ca/planning/landuse.
  2. Search the address. The current land use district is coloured on the map and shown in the sidebar.
  3. Click through to the Land Use Bylaw section for that district to confirm secondary suites are listed as a permitted use.
